Pennsylvania’s regulated gambling market reported a 10.7% year-on-year revenue increase in April, largely fuelled by strong growth in the iGaming sector. According to the Pennsylvania Gaming Control Board (PGCB), total commercial revenue across all legal gambling verticals reached $558.7 million, up from $504.7 million in April 202, though down slightly (2.8%) from March’s record $574.5 million haul.

iGaming Continues to Lead Growth

Online gambling once again proved to be the standout performer, generating $227.7 million across online slots, table games, and poker—a 31.3% increase compared to April 2024. The total was just 4.4% below March’s all-time monthly record, despite April being one day shorter.

  • Online slots revenue rose 34.5% year-on-year to $169.5 million

  • Online table games brought in $55.9 million, up 24.2%

  • Online poker slipped slightly, down 2.8% to $2.3 million

Hollywood Casino at Penn National Race Course remained the top iGaming operator with $83.2 million, a 33.5% rise. Valley Forge Casino Resort followed with $66.7 million, up 38.8%, and Rivers Casino Philadelphia took third with $35.9 million, marking a 17.1% increase.

Sports Betting Holds Steady

The sports betting market remained stable, posting $42.5 million in revenue—slightly ahead of both April 2024 and March 2025. Of this, $41.2 million came from online wagering and $1.4 million from retail.

Total handle for the month stood at $711.6 million, a 10.1% year-on-year rise. The statewide hold was 5.97%.

FanDuel, partnered with Valley Forge Casino Resort, continued to lead the market:

  • $20.1 million in gross revenue

  • $269.8 million in bets

  • 7.45% hold

DraftKings, aligned with Hollywood Casino at the Meadows, followed with $12.1 million from $185.6 million (6.52% hold), while Bet365, working with Presque Isle Downs and Casino, recorded $1.9 million from $34.2 million (5.56% hold).

Other key figures:

  • Hollywood Casino Penn National / ESPN Bet: $1.7m from $32.1m (5.3% hold)

  • BetMGM / Hollywood Casino Morgantown: $1.5m from $60.1m (2.5% hold)

Retail Gambling Delivers Mixed Results

Retail slots remained Pennsylvania’s largest single gambling revenue source at $203.1 million, though this was 1.2%below April 2024. In contrast, table games performed slightly better year-on-year with $80.6 million, up 2.8%.

Elsewhere:

  • Video Gaming Terminals (VGTs) at truck stops saw a 3.6% dip

  • Fantasy sports revenue edged up 2.3% to $1.3 million

Tax Contributions

Legalised gambling delivered $234.5 million in tax revenue for the state in April, comprising:

  • $100.8 million from iGaming

  • $15.3 million from sports betting

  • $102.8 million from retail slots

  • $13.5 million from table games
