The Philippine gaming sector is set to experience a major regulatory overhaul as the Philippine Amusement and Gaming Corporation (PAGCOR) prepares to bring a wide range of business-to-business service providers under its formal supervision.

This move represents a pivotal change for the industry, transitioning from a relatively unregulated backdrop to one characterised by clear compliance protocols and standardised oversight.

In a circular issued by PAGCOR’s Electronic Gaming Licensing Department (EGLD) on 30 April 2025, the regulator confirmed that a new framework will soon be published, outlining the accreditation process for gaming affiliates and support service providers. For the first time, third-party suppliers—such as payment processors, game content developers, KYC solution providers, and customer service vendors—will be directly regulated by PAGCOR.

Legal expert Tonet Quiogue, founder of Arden Consult, commented on the development, telling Asia Gaming Brief:

“PAGCOR’s latest policy signals a significant shift in how support service providers and gaming affiliates will be regulated in the Philippines.”

The upcoming framework is expected to enhance transparency, bolster accountability, and ensure all support services meet the same regulatory standards already applied to licensed e-gaming and iGaming operators.
